On July 28, KT announced that it has officially begun a significant project in collaboration with Gyeonggi Province to develop a new generative AI platform for public administration. This initiative, valued at 13.1 billion KRW, is notable as the first case across the nation’s local governments applying generative AI technology to administrative tasks.
Over approximately 11 months, KT will lead the comprehensive development of the platform, which includes customizing its large-scale Korean language model, called "Mid:um 2.0," to suit Gyeonggi Province’s specific needs. The project also involves launching an integrated LLM operating platform, “KT AI Studio,” and deploying AI-driven services tailored for administrative use. The goal is to enhance efficiency in tasks such as document creation, meeting management, and information searches, thereby improving the overall productivity of civil servants.
In addition to KT, five companies—including MTDATA, WiseNut, Conan Technology, and DaeShin Information & Communication—are participating in the joint development of this platform.
Through this project, KT aims to accumulate experience in live testing of generative AI for public services and subsequently expand this digital transformation model to other local governments. By training the AI with administrative data and creating customized services aligned with actual governmental needs, the initiative is expected to significantly improve administrative efficiency and public information access.
KT is also involved in the Ministry of Science and ICT’s “Self-Developed AI Foundation Model Development Project.” Leveraging its proprietary "Mid:um 2.0," KT strives to foster AI innovation in the public sector, targeting the realization of universal AI services accessible to all citizens.
Furthermore, KT plans to expand AI applications across four critical sectors closely related to citizens’ lives: law, safety, education, and healthcare. Future services will include AI-powered legal case summarization and consultation, crime prediction and response, AI learning coaches, and healthcare administrative support.
KT’s Head of Public Business Division, Yoo Yong-gyu, stated, “This project marks the beginning of a new era of digital administrative innovation, as it’s the first time in Korea that a large-scale local government system fully adopts generative AI. KT will continue to expand AI services aligned with public needs around 'Mid:um 2.0,' establishing itself as a trusted partner for AI-driven transformation in Korea.”
